Synopsis
This documentary focuses on governance problems shared by the world's megacities. Taking as its thread the calls from residents received by Beijing's 12345 hotline, it uses observational filming to present vivid stories from the lives of the people of Beijing, a megacity with more than 21 million permanent residents. Following the citizens' calls received by the 12345 Beijing Citizen Hotline Service Center, the film links seven stories, including the growth of the call operators, parking difficulties, installing elevators in old residential buildings, the citizen rating mechanism, and digital and intelligent approaches to governance. From different angles it shows Beijing's reform of responding to complaints as soon as they are received, explores a people-centered approach to comprehensive social governance and innovative efforts to restructure community-level governance, touching on agile, resilient, proactive, law-based, multi-party and digital governance. It aims to present the people-centered philosophy of urban governance and what it has achieved in practice.
Jury Citation
Your Voice wins Best Documentary/Popular Science Film for using the power of documentary to achieve a penetrating sociological portrait on screen. Through the workings of the system of responding to public complaints as soon as they are received, it captures the living connections between the state and the individual, and between the system and human feeling. Focusing on Beijing's 12345 citizen hotline, the film uses real-life stories to document from many angles how a modern megacity runs, finds a balance between grand narrative and close observation, and gives a vivid account of governance in a "people's city".
